Clarett was arrested near the home of a witness set to testify against him in a separate robbery case, the Franklin County prosecutor said.

What conclusion do you suppose Mr. Prosecutor would like us to reach? I'm not a Maurice apologist - He belongs behind bars getting psychological counseling. But how close was he? 10 miles? 2 miles? 20 miles? He was arrested in some restaurant parking lot where he pulled over after the police destroyed his tires, it's not like he had a whole hell of a lot of choice where to pull over once his car was inoperable. It's not like he was in the driveway of some testifying witness, with his gun cocked.
Maybe my OSU bias is kicking in and I'm overreacting to this comment...
